Verification flow

1. Evaluation tasks are dispatched to ≥3 community nodes, which return results plus activation hashes (TOPLOC-style, about 1% overhead).
2. Validators spot-check hashes and compare agreement across nodes; disagreements are recomputed on a regional anchor.
3. The holdout set is blind-tested on an anchor; on pass, the PoE record is formed and validators sign it on-chain.
4. The on-chain record triggers settlement: the customer pays, nodes and validators receive emission.
